The governing body of CORA is the National Board of Directors elected by their respective State/Regional Divisions or National Organizations. Day to day operations are conducted by the Executive Committee elected by the National Council for a two year term.

CORA is a member of the Central and Eastern European Coalition, which consists of some nineteen national ethnic American organizations, and of the NATO Enlargement Working Group, an organization which consists of over twenty large national organization supporting NATO's expansion, and which includes the American Legion, Veterans of Foreign Wars, and the US Committee to Expand NATO. CORA is also a member of the US Global Leadership Council, of the Victims of Communism Memorial Committee, and of the Romanian American Chamber of Commerce. CORA's president serves as a commissioner on the Romanian American Action Committee with the Center for Strategic and International Studies and as a committee member of the International Council for Romania at the Smithsonian Institute.
